The history of the creation of this aircraft dates back to the mid-1930s. At that time, America had recovered from the effects of the Great Depression and had recovered to the point where there was a proposal to create a small twin-engine amphibious seaplane that could carry 4-6 passengers around New York City with the same level of comfort that had been achieved in the legendary Douglas DC-2, but still operate from shorter runways that could only be successfully landed by light and simple training Piper J-3 Cub.
